Captain Frank Blount, owner of the Frances Fleet, began his career as a young mate in Point Judith. He has performed virtually every job aboard various types of fishing vessels during his thirty years of experience. Capt. Frank also has a degree in Fisheries and Marine Technology. He often operates the ever-popular Georges Bank and Nantucket Wreck trips, as well as (of course) the sold out Captains Specials. In addition, he has an excellent reputation as a whale watch expedition captain, as well as respect among Audubon Society members for his skill in nature cruises.
Capt. Frank continues to oversee every trip of the Frances Fleet in addition to managing the details of the business itself.


Captain Dan Harding, a 1995 Graduate of the University Of Rhode Island with a degree in Marine Affairs and Fisheries Marine Technology, has been with the Fleet for eight years, beginning as mate, and rising to captain. Dan runs many of our fluke charters, and is often seen on our tuna and overnight cod trips. Whether behind the wheel, or filleting your catch, he is always there to ensure a fun trip.


Captain Don Ruth joined our crew in January 2000, and earned his USCG captain's license shortly thereafter. He began running our night bluefishing trips this past summer and has proven he has what it takes to catch those fast, fighting blues. You will also see him working deck on many of our offshore cod and tuna trips.


Captain Ray Carroll, known among anglers for his porgy and fluke fishing skills, joined the Frances Fleet after owning and operating his own charter boat for several years. Prior to this, Ray was a rod and reel commercial fisherman of ground fish. It's sometimes hard to know who is enjoying the trip more, ray or his passengers.
Captain Mike O'Grady started with the Frances Fleet in 1989. While working with us, he earned his degree in Fisheries and Marine Technology at the University of Rhode Island. Whether Capt. Mike is running the inshore fluke boat, or an offshore cod or tuna trip, his knowledge and years of experience make every voyage a pleasurable one. On deck, or behind the wheel, Capt. Mike is an asset to the Frances Fleet.

Captain George Latos
Started working for the Frances Fleet approximately 5 years ago as a deckhand. Shortly thereafter he obtained his captain's license and now runs many of our inshore charters. George's love of fishing is apparent whether he is behind the wheel or working on deck. He is very knowledgeable about the different fisheries and an asset to the company.
Captain Richard DeLuca (Richie) began his saltwater fishing career with the pioneers of the charter boat fishing industry in Point Judith. He has been a captain for over twenty years, and particularly enjoys the "people" aspect of party boats- both meeting new customers, and welcoming back the regulars. According to Capt. Rich, every day is a challenge, regardless of how often he has sailed, as each day, conditions are different, as all experienced anglers know.
